End-to-end Chalkak release orchestrator. Detects whether release is needed, builds English release notes from PR content, creates GitHub release first (to satisfy binary upload workflow), waits for release-binary success, and syncs all AUR packages (`chalkak`, `chalkak-bin`, `chalkak-ocr-models`) in one run.
